1996 or 1998 or close to 2000 Duke camouflage special edition

this is Duke special edition camouflage from either 1996 1998 or 2000 I am not sure what the year I don't want to mess with the dog the only thing that's wrong is on the bottom it's a little like sticky stuff I don't want to mess with the doll I don't want to clean them up this is a special edition GI Joe now I know you could get it on eBay and everything else but I'm only asking 25
