This is a Bradford Exchange collector plate from the Pooh's Humypot Adventures series. It's the first issue in the collection, titled "It's Just a Small Piece of Weather". The plate features Winnie the Pooh, Tigger, and Eeyore under an umbrella in a rain scene. It's a limited edition, and the back of the plate is marked with the Bradford Exchange number 84-B10-485.1
