Vintage Road Bicycle - good for someone 5'7-6'1

This is a vintage road bicycle. It features drop handlebars and a classic frame. Purchased with the intent to fix up and use myself but it's sat unused in my garage since purchase. Needs - new tubes, new tires, new brake cables, misc maintenance. Willing to negotiate on price!
