This is a "The Collector's Dreams" porcelain doll from the Vanessa Collection. It's part of an original artistic collection. The doll is approximately 19 inches tall. It is from 1997, one of the earliest dolls in the collection. It is a very rare find, I've seen one on Etsy for $200. The doll is in great condition.
